Car dealer and F1 driver?

This F1 driver owned the largest auto dealership in his country. He participated in F1 and had a couple podiums and scored nearly 20 points in the championship. He also won the 24 hours of Le Mans. He was the owner of a famous F1 team. He was developing a race track that had been put on hold. He lobbied for government approval and eventually got the okay to move forward with the project. Tragically died in a racing incident before he could see the fruit of his labor on the race track he helped design.
