The pre-season testing’s already done, and the teams now know what’s wrong and how to correct it. If they had the opportunity and means to make those corrections, then we could go with a super-season, though we may have to fill in with some temporary races if necessary. If they can’t do it that way, then you’ll have to write off the entire season. The UK will be in some form of lockdown for 3-6 months, so as seven teams are based here (even if they race under other nationalities), the season won’t be starting in June.
October possibly, but only if other nations are free of the virus by then.
And that is a key point, are the locations they are traveling to open?
I don’t think any races will happen this year, but if they do, it would have to be at dedicated circuits, you couldn’t have them at ‘pop-up’ ones ie. Australia, Singapore, Baku, etc., the logistics would be near impossible.
The series must race on three continents in order to be consider a championship year. And at least 8 races.
At the moment, the answer is mostly no. More countries have closed borders than open ones. That might change by like September/October though.

I was wondering if anybody knew if customer teams still had to pay for their engines?

I would assume they do if they took possession of three engines for the entire season but I doubt they have taken all three at this point so perhaps they pay for the initial engines they took possession of for the start of the season. I would imagine they develop the other two engines and then take possession of those later in the season.
